Before 2023 ended, President Ferdinand Marcos Jr. met with world leaders at the 30th Asia-Pacific Economic Cooperation (APEC) Economic Leaders’ Meeting. There, he emphasized the country’s need to embrace AI technology to improve the labor forces and the country’s economic growth.
“Currently, the Philippines is embracing this future of AI with the crafting of the National AI Strategy that seeks to augment the existing skillset of Filipino talents with AI. This strategy also aims to position the Philippines as a Center of Excellence in Artificial Intelligence,” Marcos said. “We stand on the cusp of the Artificial Intelligence revolution and that promises untold advancements but it also presents some rather unexpected challenges. It hinges on a workforce equipped with the necessary skills and an ecosystem that embraces technological inclusivity.”
Adopting AI Technologies in the Economic Context
A robust economy underpins the Philippines' AI initiatives. The country's GDP growth of 7.6% in 2022 and $9.2 billion in foreign direct investments highlight a strong economic foundation. Ensuring the ethical and trustworthy use of AI in the Philippines, The Department of Information and Communications Technology (DICT) and the Civil Service Commission (CSC) conducted a public consultation on the draft Joint Memorandum Circular on the Principles and Guidelines for an Ethical and Trustworthy Artificial Intelligence in the Government in April 2024. The guidelines will provide clear policies on AI transparency, fairness, and accountability, ensuring that the technology’s applications will serve the public good and maintain trust.

DICT National ICT Policy Planning and Standards Bureau Director Maria Victoria Castro discussed the purpose of the consultation and provided an overview of the draft Joint Memorandum Circular while DICT Policy Research and Analysis Division Chief Atty. Don Josef Tiansay covered the AI policy development process.
